Available to existing facilities and new construction projects, the Lighting Incentives for Business Program is offered to Maryland commercial, industrial, governmental and institutional customers of Potomac Edison to encourage participants to install high-efficiency lighting equipment.

Pre-Approval Requirements

All Lighting Incentives for Business Program applications received by the program will require pre-approval before the purchase and installation of materials.

Effective Dates

To qualify for incentives through the Lighting Incentives for Business Program, equipment must have been purchased and installed after January 1, 2015, and after the receipt of a formal pre-approval letter from the Program Administrator.

Incentives available from the Lighting Incentives for Business Program are shown below, and are limited to the total equipment cost (excluding taxes). Only new equipment is eligible for incentives under the Lighting Incentives for Business Program.

RELAMP AND REBALLAST EQUIPMENT

– Systems using 2-foot T8 lamps must have a minimum mean efficacy of 75 lumens/Watt.

– Systems using U-bend T8 lamps must have a minimum mean efficacy of 79 lumens/Watt.

– 8-ft replacement lamps are not eligible for prescriptive incentives.

(See the CEE website: www.cee1.org).- New non-CEE listed 800-series T8 lamps must be used in combination with a High-Performance ballast appearing on the current Consortium for Energy Efficiency (CEE) Qualifying Products list, or meet the current CEE “High-Performance” or “Reduced-Wattage” specifications. (See the CEE website: www.cee1.org).- All retrofit kits shall include lamp socket brackets and sockets that center the lamps in the fixture, and may include a new reflector or ballast cover.- Retrofit kits and components shall be UL or CSA listed for luminaire retrofit conversion and be installed in accordance with the current National Electrical Code.

– All reflectors shall have a minimum reflectivity of 90% and be included in appropriate retrofits to maintain good lighting quality and illumination.
– Retrofits must result in an energy savings to be eligible for incentives.

– LED fixtures and integral lamps must be currently listed by either ENERGY STAR® or the Design Lights Consortium as Qualified Products. LED fixtures must be identified as a Commercial Product or be qualified by the manufacturer for the Commercial use intended.
– A LED Fixture (or luminaire) is a complete new LED fixture with LED lamp, socket, reflector and driver components within, or directly or indirectly attached to the new fixture housing. All LED fixtures shall be weather rated for the intended use in either interior or exterior locations. LED fixtures must be for LED lamp operation only and contain a LED driver within the fixture’s electrical system.
– Eligible equipment under the perimeter lighting measures could include bollards, post lights, canopy fixtures not installed in fuel station canopies or parking garages, etc.
– New lighting equipment must result in a reduction in wattage to be eligible.

LED & CFL REPLACEMENT LAMPS

PAR20 screw-base LED lamps. Includes BR and R types. $5 per lamp – To be eligible, all LED fixtures and integral lamps must be currently listed by either ENERGY STAR® or the Design Lights Consortium as Qualified Products. LED fixtures must be identified as a Commercial Product or be qualified by the manufacturer for the Commercial use intended.
– A LED Integral lamp is eligible for incentives if:
1) it is a self-contained LED lamp and driver system with direct electrical connection base to existing fixture socket;
2) it is compatible with any existing or replacement control system where applied; and
3) it has less rated input wattage than the lamp it is replacing. Any modification to the existing fixture to accommodate installation and warranted operation of the integral LED lamp shall be made in accordance with manufacturer recommendations and electrical code standards. Integral LED lamps shall be weather rated for the intended use for either interior or exterior fixture locations.
– Incentives for linear LED lamps (tube LEDs) are limited to the following lamp types:
1) Type A – LED lamps powered by a T8 fluorescent electronic ballast (must include the installation of a new, compatible energy efficient CEE listed ballast);
2) Type C – LED lamps powered by an external driver.
Linear LED lamps that with an internal driver that connect directly to line voltage (Type B linear LED lamps) or “hybrid” linear LED lamps that have the capability to perform as either a Type A lamp or Type B lamp are not eligible for incentives.
– Compact Fluorescent Lamps (CFL) must replace an existing incandescent lamp. Must be a 1-for-1 replacement of incandescent for CFL.
– No additional incentives shall be offered for delamping using tube LED technology.
– Lamps and retrofits must result in a reduction in wattage to qualify.

LIGHTING CONTROLS

– Only new installations of occupancy or daylighting sensor where no prior automatic lighting controls existed are eligible (i.e., replacement of existing sensors would not be eligible).
– Occupancy controls must use hardwired passive infrared (IF) or dual technology integral or remote mounted sensors.
– Control incentives are per qualified sensor, controller, step or dimming ballast, whether integral or remote from the controlled fixture, for interior applications only.
– Wall and fixture mounted occupancy sensors must control at least 60 watts.
– Remote or ceiling mounted occupancy sensors must control at least 120 watts.
– Occupancy sensors with step dimming capability must control at least 175 watts of lighting.
– Daylight harvesting sensors with step dimming capability must control at least 175 watts of lighting.
– Each control unit (sensor) must control at least four HPT8, RWT8, T5, T5HO, or CFL fixtures.

How Do I Apply For Incentives?

Step 1 – The participant should complete and submit a Lighting Program application online and upload required documents through the application portal. The following documents are required for a pre-approval:

  1. Potomac Edison lighting calculator spreadsheet (This requirement is waived for projects involving only the installation of LED channel letter signage.)
  2. Manufacturers’ specification (cut) sheets for the proposed equipment. Please highlight all relevant information such as the equipment efficiency ratings.
  3. Letter attesting to the facility hours of operation (if applicable)
  4. W-9 tax form for the incentive payee
  5. Copy of utility bill to confirm account number and service address. If desired, the participant may obscure all cost and rate related information.

Step 2 – The Program Administrator will notify the applicant via email when the review is complete and funds have been reserved. Upon receipt of a Program pre-approval email, participants may purchase and install their energy efficient equipment.

Step 3 – Once the project is complete, the participant should review the approved application for any changes to the project that occurred during installation and make any needed corrections. The following final documentation should be submitted to the Program Administrator for review:

  1. Detailed, itemized invoices or proofs of purchase for the equipment installed
  2. Manufacturers’ specification (cut) sheets for any additional equipment installed (if applicable).
  3. Revised Potomac Edison lighting calculator spreadsheet (This requirement is waived if no changes were made during construction.)
  4. Completed letter of attestation

Upon receipt and verification of all required documentation, the incentive check will be processed and mailed to the applicant or to an authorized representative, if requested on the application.
